100_07131QMS Inc. performs program and project management on a variety of projects and disciplines, environmental assessments/planning, health and safety consulting and training and grant writing.  Our management services include engineering and civil works, building construction/vertical construction, and environmental projects.

Projects date from the earliest days of civilization and include the building of the Egyptian pyramids and the Roman roads and aqueducts.  Today, projects are organized not only for building great public works, but also such diverse tasks as performing applied research, developing software, installing equipment, shutting down and renovating major facilities and preparing proposals and studies.

Our goal at QMS is to always use sound project management principles and practices to ensure that management of all projects, programs regardless of the discipline, are done so with efficiencies of scope, schedule, budget and client satisfaction in mind.

These strategic areas include:

  • Environmental/Health and Safety Management functions perform environmental assessments, perform historical property searches develop environmental reports in accordance with NEPA, the Clean Air Act and Clean Water Act. Provides.  Health and Safety plans are developed and implemented for a variety of industry standards, training is performed (blood borne pathogens, fire safety, chemical safety accident investigation, OSHA 300 log, First Aid/CPR and other industry specific training as requested) either on or off-site.  QMS provides regulatory compliance reviews for general safety practices, construction safety practices, manufacturing health and safety practices as well as ISO 9000 and ISO 14000 quality auditing.
  • Project Initiation (contract negotiation, project scoping, kick-off meeting, project schedule, and develop project processes and procedures).  Requires close interface with client to develop scoping requirements, identify potential project issues and create mitigation procedures.  This will require traveling to the project site and meeting with the technical staff to understand the issues.
  • Project Execution (schedule project, manage staff, manage customer needs, cost and accounting, meeting attendance and facilitation, coordination of subcontractors).  The execution of a project requires on site staff to manage the daily running of the project.  Depending on the project, it may require health and safety protocol and training, or deployment of a safety specialist, on site.
  • Program Management functions oversee the umbrella business process used to complete the work of a client.  Everyday work and processes established to complete the work are tracked, evaluated and documented.  Software is then used to implement the This key management strategy endeavors to roll the project related data into data output that management and decision makers can use to forecast scope-creep, budget overruns and project cost analysis in a comprehensive and programmatic approach.  Additionally, business processes, best practices, and business optimization are identified to increase the expediency and efficiency of the client organization.
  • Training Program Development
    The goal of the training program is to provide detailed and documented training course data based upon various media and training methodologies based upon the USACE business process requirement for their 3 year schedule data needs and data quality improvement.

    + Development and Implementation
    The Project Data Quality Assurance support is related to obtaining the data quality goals, workforce analysis, organizational analysis, budget analysis and other executive management data for program and district planning.  QMS is the Project Quality Assurance Group which works with the district to implement policy’s and procedures for the Project Management Business Process, to data collection, validation, monitor input/output data quality, provide recommendations to better utilize existing and industry standards

    + Programs Management Technical Support
    The information technology functions performed include:  web-based applications which will facilitate better communication and data sharing, expanded desktop console database architecture to create better executive report access, analysis and general management capabilities and access to information; intranet website access for all project, customer, stakeholder and public information repository storage.

  • Project Management functions require close coordination and communication with the technical design/construction teams.  At the onset of the project, the kick-off meeting will set the parameters for the scope, schedule and budget of a project.  The manager is responsible for ensuring that design issues are resolved quickly, quality assurance is performed on all technical data, reports, etc. and client status on the performance of the project, related questions and issues are properly coordinated with the client to resolve engineering design or construction management questions.
  • Construction Management for vertical and horizontal construction.  The management activities include the preparation and management of the projects quality control system.  The CM will review the contract requirements, plans, specifications, review hazard analysis associated with the project along with the health and safety manager, check for omissions and errors, check for safety compliance, document control, and materials quality and maintain the construction schedule.
  • Technical Quality Assurance Checks (TQACs) on project data, reports, assessments and other project related technical data requiring a separate or third party reviews to ensure data consistency, value and accuracy.  Performs technical review on engineering construction, and programmatic reports to augment client staff and validate results.
  • Grant Writing and Community Development Management Community Development, Grant Preparation and Implementation as well as governmental relations for all projects are another capability that is available within QMS.  This capability brings a full spectrum from community involvement, funding management and program/contract compliance of all governmental projects in the project lines described above.
