Construction Management

The goal of any capital improvement or other construction project is to coordinate contractor support such that the biddability, inspection, cost control, schedule, document control and community outreach (if applicable) functions are performed as seamlessly as possible, on behalf of the client.  QMS provides the complete construction management package, along with the optimal software, to ensure that the client maximizes their bottom line cost, while mitigating any future impacts.

Cost Control - The successful completion of any project requires a real understanding of the controlled spending of money.  The cornerstone of effective cost control is fourfold:

  • A well prepared and thoroughly reviewed set of contract documents to minimize changes later
  • Sound estimating and budgeting
  • Tight financial controls
  • An effective management information system for project monitoring

A cost and financial package from which the client can accurately project and track costs is important to the program’s success.  Our cost reporting system will provide budget analysis, forecasts, and financial records.  As construction evolves, cost elements typically include revised estimates, contingency tracking, and incurred costs corresponding to authorized payments.  Importantly, QMS can track and report on funds and expenditures.

Reporting – QMS will generate reports that compare budget to actual costs, analyze cash flow and identify trends, and present budget and schedule forecasts.  Our reporting systems will be tailored to the project and include summaries and graphics.  Our reports are designed to provide information at the different levels of detail required by the various project participants and decision-makers.

The Bid Process - Qualified, experienced bidders are necessary if a project is going to succeed.  QMS will actively stimulate the interest of qualified contractors to bid the work; prepare lists of selected bidders; pre-qualify contractors; and conduct conferences to acquaint contractors with policies and procedures.

Change Order Control - By thoroughly preparing and reviewing contract documents early, the number of change orders down the line will be minimized.  When change orders occur, however, QMS has an effective automated system for managing and tracking them.  The system requires the contractor to submit a detailed breakdown of the requested cost and time adjustment, followed by a critical examination by QMS for reasonableness and validity.  We will also advise the LLT of the cause and effect

Claims Mitigation - QMS believes that the best way to avoid claims is to prevent them.  Claims prevention is the result of advanced planning, effective project management, and a cooperative spirit among all parties.  Most construction claims emerge from incomplete, ambiguous, or unworkable contract documents.  QMS will work with LLT and the construction project management team to develop claims-resistant documents.
